Introduction: New Obligations, New Challenges
As of December 5, 2024, the Civil Protection and State of Natural Disaster Act (Journal of Laws 2024, item 1907) is in force.

Under this law, local government units (LGUs), public institutions, and entities responsible for critical infrastructure are subject to new requirements regarding crisis preparedness and civilian protection.
ORION — Technology Aligned with Specific Legal Requirements
The ORION system has been designed as a scalable response to the challenges outlined in the Act, particularly:
Articles 36–135 (Chapters 5–9): concerning protective infrastructure, evacuation plans, crisis management, and readiness reporting.
Articles 168 and 170: regarding funding for defense and infrastructure systems through targeted grants, LGU budgets, and government programs.

Key ORION Features Supporting the Act’s Implementation
Protective Infrastructure Monitoring
Continuous monitoring of parameters in buildings that may serve as shelters — e.g., air quality (humidity, CO₂, particulate matter), temperature, energy usage and availability, water supply, and technical system status.
Emergency and Evacuation Management
An integrated alert module linked with evacuation plans. Supports real-time procedure activation — even offline.
Autonomous Operation in Emergencies
Functions in edge computing mode — locally, without the cloud, and with backup power. Ensures operational continuity during blackouts or hybrid attacks.
Readiness Reporting and Decision-Making Support
Automatically generated reports compliant with legal requirements — including building readiness, threat levels, and infrastructure status.
Deployment-Ready for Local Governments and Public Institutions
ORION can be implemented in:
Local government units (LGUs),
Schools, kindergartens, and public facilities,
Hospitals and medical centers,
Civilian protection infrastructure,
Industrial sites classified as critical infrastructure.
Funding Opportunities Aligned with the Act
In accordance with Article 168 of the Act, ORION implementation may be financed through:
The state budget and LGU budgets,
Targeted grants for protective infrastructure construction or modernization,
The government program “Civil Protection and Civil Defense”.
